The report shows fewer reported claims and rate reductions in the 13% range (even though it was calculated that passing on the full savings by the carriers to employers should have reduced rates by twice that amount),
The report goes on to summarize progress on rule-making, hiring within the WCAB to implement the new system and training for the PD rating changes.
