    The Workers' Compensation Insurance Rating Bureau has recommended a 6% DECREASE in "pure" California insurance premium rates for employers, unless...

    SB 815 were to become law (the bill which the Governor is expected to veto that would raise permanent disability rates for injured workers), in which case the bureau recommends an INCREASE in rates (slightly less than 2%).

    Gee, I wonder what the Governor will do, with the election coming up, after reading the WCIRB's report?
