Poochigian Gets Appellate Position As State Bar Investigates 'Unqualified' Rating Leak   Last week, the author of SB 899, former lawmaker Charles Poochigian, was confirmed by the state's judicial commission as a state appellate court justice for the Fresno-based 5th District Court of Appeal. We had earlier reported that the State Bar's judicial qualifications panel had given him an "unqualified" rating. This negative rating was attacked by Supreme Court Chief Justice Ronald George (one of three members of the confirming panel "Commission on Judicial Appointments"). He said the state bar should have solicited comments about Poochigian's 12 years as a state lawmaker and that failure to do so rendered the unfavorable rating a political one. Apparently the other panel members agreed because Chuck, who has never been a judge, hadn't practiced law in 21 years and never practiced criminal or appellate law, or participated in a jury trial, was confirmed unanimously.
